THE EASTERN REGION DOMESTIC VIOLENCE SERVICES NETWORK INC. STRATEGIC PLAN 2008 - 2010
VISION: A Society free from Domestic and Family Violence
MISSION: To diminish the causes and provide a range of responses to the community in relation to Domestic and Family Violence
MANDATE: A community initiated incorporated body reducing the incidence and minimizing the effects of Domestic and Family Violence
AIM: To reduce Domestic and Family Violence, lead the coordination of local service responses and provide safe, temporary accommodation, casework services and practical assistance in order to increase clients capacity to make informed choices.
OBJECTIVES:
Objective 1) To develop and commence implementation of the Organisational Model to provide more responsive community based services
Strategy A) Undertake Research and Feasibility Study
Objective 2a) To optimise the provision of safe, supported accommodation and general refuge service delivery
Strategy A) Undertake Refuge Efficiency Review and Implement recommendations B) Research Best Practice Models and Apply

Objective 4) To decrease the incidence of Domestic and Family Violence in the Community through the provision of effective community based service delivery and preventative services.

Strategy A) Expand and extend children’s services B) Optimise Children’s Counselling, Family Fun and the General Children’s Programme C) Source funding and training to develop the Parenting Skills and Children’s Programmes into the community and across all ERDVSN Services
Objective 6) To provide services in an effective, efficient and responsible manner
Strategy A) Review and optimise service structure, operations, infrastructure and resource requirements B) Refine Financial and Reporting Procedures for optimal financial and governance role achievement C) Review Board Membership and skill requirements and address any deficits D) Identify any skill deficits amongst staff/volunteers and develop and refine staff and volunteers professional development programme

THE HISTORY OF KOOLKUNA
We began working towards gaining the funding for the Refuge in 1989 and it took us three years.
The Eastern Region Community Development Council (ERCDC), of which Jopie Peetoom, Virginia McSporran and myself (Margaret Holland) were members, agreed to the proposition that a refuge was needed as there was nothing available between Bayswater and Northam.
We first approached the Department (of what????), who agreed that the evidence supported the need, however they believed that Swan Emergency were the ‘not for profit’ organisation best placed to develop the refuge. We did not agree and so after a number of meetings we decided to go straight to the Minister (of what????).
The Minister [Eric Ripper] wanted us to combine with the Bayswater Refuge (Orana) which was having some problems at that time but neither Bayswater nor the ERCDC found this acceptable.
We still believe to this day that the reason we finally won funding for the Refuge was due to the opportunity given to Jopie to speak with the then Premier, Carmen Lawerence, who after their conversation wrote to Jopie to say that we were successful in gaining the funding.
We were one of the first refuges to begin case management.
When we had the agreement with Homeswest to build our new refuge the Department (???) wanted us to build it in the centre of Midland so the residents were close to facilities. We argued against this and when we agreed on the land the refuge now stands on we had a senior member of the Department come out and most of the members of the committee took a walk with him to the shopping centre, around the two schools and back. By that time we were suffering from exhaustion as it was very, very hot, but it was worthwhile as he agreed it was an appropriate site.
I know it looks relatively easy when you read this, but it took a lot of our time, focus and determination to hang in there to achieve results.

Continuous improvement We are committed to enhancing the performance of the organisation and will achieve this by: continually monitoring and evaluating our service continually challenging and changing practices including new research and best practice recommendations providing training and personal development for staff engaging with others in the sector, collaborating and developing partnerships

SERVICE SPECIFICATIONS AND CORE FUNDING
KOOLKUNA WOMEN'S REFUGE
Koolkuna Women's Refuge provides safe, supported, short-term accommodation and a range of support services to women and children escaping domestic or family violence or other life crises resulting in homelessness. Koolkuna also operates five medium-term or transitional houses in the locality for women and children who had previously stayed in a refuge and were identified as needing additional support when they moved on.
The Service is funded through the Department for Child Protection under the Supported Assistance Program (SAAP). A Service Agreement has been signed by the Department for Community Development and ERDVSN for a three year term from 1 October 2006 to 30 September 2009.
DOMESTIC VIOLENCE ADVOCACY SERVICE
The Domestic Violence Advocacy Service's primary purpose is to provide support, advocacy and education to individuals and communities to enable them to understand the effects of domestic and family violence and make informed choices.
The Service is funded through the Department for Child Protection under a Service Agreement signed by the Department for Community Development and ERDVSN for a three year term from 1 October 2006 to 30 September 2009.
DOMESTIC VIOLENCE AGENCIES NETWORK EAST METRO
The Domestic Violence Agencies Network East Metro’s primary purpose is to develop a coordinated agency response to those experiencing family and domestic violence within the Midland Magistrate’s Court region thus improving the safety of women and children and increasing perpetrator accountability.
This Service is funded through the Department for Community Development under a service agreement signed by the Family and Domestic Violence Unit and ERDVSN for a two year term from 1 July 2007 to 30 September 2009.
